I am setting up a G&L bass that has a truss rod adjustment at the headstock. I don't want to tighten things to much and break the rod. Looking at images of other basses, you can't see the bullet sticking out of the hole. Mine feels pretty tight as is and sticks out about 1/3". Can I crank it more?

The fact that it sticks out is not an indication of anything. However, having to use excessive force to crank it indicates that you probably already reached the max tension point of the truss rod and either the truss rod is broken or the problem is somewhere else.

Remove the truss nut. Lube the threads and nut face with a TINY dab of grease (I use white lithium bike chain grease, or even use good ol' Vaseline petroleum jelly), put back the nut. Make yer truss adjustments - if it takes more force to move the nut than just turning the wrench allows, take it to a tech to evaluate.

I did remove the nut and started from scratch, although I did not lube the thread since I did not have any lubricants (actually, I do have chain lube). I inserted the nut until it was snug, then tightened it another whole turn and change. The nut still is able to make adjustments without using lots of force. I have been bowing the neck by hand while making adjustments as well. If the nut still tightens, I guess I could try a bit more.
Don't want to take it to a tech because I am selling this instrument and paying $50 for someone else's eventually instrument might not be worth it.
